Background
Engaging Borders Strategy Research and Development (SRD) Ltd/Gte. is implementing the Delimi RISE Project with support from the Strengthening Peace and Resilience in Nigeria (SPRiNG) Programme. The project strengthens the meaningful participation, leadership and influence of young women and young men in peacebuilding, governance and conflict prevention across Igabi, Jema’a and Kaura Local Government Areas of Kaduna State, applying The Delimi Process — Engaging Borders’ seven-stage, evidence-informed learning-to-action methodology.
This Call covers the first implementation quarter of the Project (August–September 2026), during which the Women, Youth, Peace and Security (WYPS) Learning Programme is developed and delivered, the Voices of Resilience Network (VoRN) is established, and the project’s community engagement and evidence-informed communications functions are activated.
Purpose of this Call
Engaging Borders SRD hereby invites qualified firms, agencies, consultants and service providers to submit proposals for the provision of MOOC content development, digital platform, community mobilisation, local facilitation, creative communications and connectivity support services, as set out below.
Vendors may bid for one or more Lots. Engaging Borders SRD intends to select and onboard vendors ahead of the quarter’s activity schedule so that selected vendors are ready to mobilise as each Lot’s components fall due.
Scope of Services
Lot 1: MOOC Content Development Services
Services shall include:
- Development of up to 8 subject-matter courses (each under 45 minutes) for the WYPS Learning Programme
- Course multimedia content post-production and testing across two production cycles
Lot 2: Digital Platform / LMS Services
Services shall include:
- Audit, optimisation and plugin updates for the MOOC delivery platform
- Ongoing platform maintenance, updates and uploads for the eight month duration of the project
Lot 3: Community Mobilisation and Outreach Services
Services shall include:
- Coordination of a call for submissions and community outreach across Kaduna State, working with local partner networks, to recruit potential MOOC/VoRN participants
Lot 4: VoRN Community of Practice Action Plan Facilitator
Services shall include:
- Facilitation of the VoRN Action Plan virtual workshop
Lot 5: Creative Communications Services
Services shall include:
- Development of a content strategy update for targeted delivery and reach
- Graphic design and animation production
- Blog and article content development
- Multilingual (Hausa) translation and accessibility adaptation of digital content
Expected Deliverables
Depending on the Lot(s) applied for, vendors will be expected to deliver:
Lot 1 — MOOC Content Development
- Up to 8 finalised subject-matter course scripts/modules (under 45 minutes each)
- Post-produced and tested multimedia course content, dissemination-ready
Lot 2 — Digital Platform / LMS
- Platform audit and optimisation report, with plugin updates implemented
- Monthly maintenance confirmation and uptime/issue log
Lot 3 — Community Mobilisation and Outreach
- Documented outreach and call-for-submissions process across Kaduna State
- Participant recruitment summary with reach across target LGAs
Lot 4 — VoRN Community of Practice Action Plan Development Workshop Facilitation
- Facilitate VoRN Action Plan Workshop, with workshop report and action plan produced
Lot 5 — Creative Communications
- Content strategy document
- Finalised graphic design and animation assets
- Published blog/article content
- Hausa-translated and accessibility-adapted content, quality-assured
Duration
All services are expected to be completed within the August–September 2026 implementation window of the Delimi RISE Project except otherwise stated. Vendors selected for Lots 1, 2 and 3 should be prepared to mobilise upon confirmation; vendors selected for Lots 4 and 5 should be prepared to mobilise on a schedule to be confirmed at contracting.
Vendors must demonstrate the capacity to deliver high-quality outputs within compressed timelines.
Eligibility Requirements
Interested vendors must submit:
- Company profile or consultant profile.
- Evidence of relevant experience in the applicable Lot area(s) — e.g., e-learning/instructional design, digital platform management, community mobilisation, facilitation/M&E, creative communications, or telecommunications/connectivity services.
- Portfolio of similar assignments completed within the last three years.
- Financial quotation for the applicable Lot(s).
- Evidence of business registration (where applicable).

The organisation reserves the right to accept or reject any proposal without obligation to provide justification and does not commit itself to awarding a contract solely on the basis of the lowest-priced submission.
Selection is subject to donor compliance requirements and the availability of approved project funds. Contract award and any associated expenditure commitment for Lot(s) will be dated in line with the Project’s Grant Agreement Commencement Date and, where applicable, following the Company’s (Tetra Tech-Coffey Nigeria Limited) prior written approval.

The Delimi RISE Project applies The Delimi Process — Engaging Borders’ seven-stage, evidence-informed learning-to-action methodology — to strengthen the meaningful participation, leadership and influence of young women and young men in peacebuilding, governance and conflict prevention across Igabi, Jema’a and Kaura Local Government Areas of Kaduna State. Building on the Delimi PROSPER Project, Delimi RISE mobilises young people through the Voices of Resilience Network (VoRN), community dialogue, evidence-informed messaging and institutional collaboration, in the run-up to the 2027 Nigerian elections.
